Passl Health Initiative
Transparency –
Responsibility Builds Trust
Transparency, integrity and the responsible management of financial resources are fundamental principles of Passl Health Initiative (PHI). As a non-profit association based in Vienna, Austria, we place great importance on accountable decision-making, clearly defined responsibilities and the careful management of funds entrusted to us.
Our goal is to develop healthcare projects that are not only professionally sound but also organisationally and financially responsible. To achieve this, we rely on documented decision-making processes, transparent financial procedures and a clear distinction between project-related and administrative expenses.
PHI was founded in 2026 and is currently establishing its organisational structures while developing its first healthcare projects. From the very beginning, we aim to communicate openly about how our organisation operates, the principles guiding our decisions and how we manage donations and funding.

Governance
Governance – Clear Principles and Responsible Decision-Making
Reliable organisational governance is the foundation of every successful partnership. PHI therefore follows clearly defined governance principles designed to ensure transparency, accountability and effective oversight.
Important decisions are documented and made according to established responsibilities. The four-eyes principle, traceable accounting procedures and regular budget controls support the careful management of financial resources.
Potential conflicts of interest are to be identified and disclosed at an early stage. Project funding and administrative expenses are recorded separately to provide a transparent overview of financial activities.
We also follow a structured approach when selecting project partners. Before entering into a partnership, we assess potential partners based on their legal status, organisational structure, financial accountability and medical expertise.
This process, known as Partner Due Diligence, helps us identify potential risks and establish a reliable foundation for project development.
Our commitment is to make responsible decisions that respect both the needs of people in the communities we aim to support and the trust placed in us by our partners and donors.
Financial Transparency –
Accountability and Responsible Management
Donations and funding are based on trust. We aim to honour that trust through openness, accountability and the responsible management of financial resources.
PHI is committed to using financial resources in accordance with applicable funding agreements and the association's non-profit objectives. In addition to direct project funding, this includes essential activities such as project development, partner assessment, quality assurance, financial administration and monitoring.
A professional organisation requires reliable administrative structures to ensure that healthcare projects can be carefully planned, implemented and monitored. We therefore consider it important to communicate transparently about these necessary operational expenses.
Annual Reports and Financial Information
Passl Health Initiative was founded in 2026. Our first Annual Report will be published following the completion of our first reporting period.
In the future, we intend to make relevant information about our projects, the use of financial resources and verified project results available here.
We clearly distinguish between planned initiatives, ongoing projects and results that have actually been achieved.
For us, transparency means openly communicating what we do, how we work and what progress we genuinely achieve.
Governance Principles
Passl Health Initiative (PHI) is committed to transparent, responsible and professionally informed organisational governance.
Our governance is based on the following principles:
- Non-Profit Purpose and Responsibility
All PHI funds are used exclusively to fulfil the non-profit and charitable purposes defined in the association's statutes. - Clear Responsibilities
The Board bears overall responsibility for strategy, finances, project approvals, risk management and quality assurance. Responsibilities and significant decisions are documented. - Financial Oversight
Financial resources are managed in a transparent and traceable manner. Project and administrative expenses are recorded transparently, budgets are reviewed regularly, and significant financial transactions are examined in accordance with clearly defined responsibilities. - Independent Financial Auditing
PHI's financial management is reviewed by independent financial auditors in accordance with applicable legal requirements and the association's statutes. - Conflicts of Interest
Personal, professional or financial interests that could influence decisions must be disclosed. Individuals affected by such conflicts do not participate in the relevant decisions. - Risk Management and Quality
Before approving projects, PHI considers medical, financial, organisational, legal, security-related and reputational risks. Decisions are guided by professional standards, available evidence and local circumstances. - Careful Partner Selection
Potential project partners undergo a structured assessment before any collaboration begins. PHI considers, among other factors, their legal status, governance, financial accountability and professional expertise. - Transparency
PHI provides funders, project partners, donors and the public with clear and comprehensible information about its activities. Annual reports, project information and relevant financial information will be published progressively.
The external representation of the association and the responsibilities of its governing bodies are determined by the association's statutes, as amended and in force.
